National Policy For Elderly

HelpAge has continued to provide technical support to the National Committee for Elderly (NCE) and Ministry of Social Affairs, Veteran and Youth Rehabilitation (MoSVY) to organize several workshops at national and sub-national levels along with other key ministries, NGOs, and experts on the Draft of National Policy for Elderly.

  • Technical Level Consultative Workshop on the Draft Policy for Elderly on October 20, 2015 at MoSVY office
  • Sub-national Level Consultative Workshop on the Draft Policy for Elderly on December 04, 2015 in Tbong Khmum province
  • Workshop of National Committee for Elderly to consult on the Draft of National Policy for Elderly, held in Phnom Penh on December 09, 2015 at MoSVY office

HelpAge, together with UNFPA, have been actively encouraging MoSVY to undertake a comprehensive, high quality and consultative policy review process so that the new policy is evidence-based and incorporates community input; links to the national budget process; is endorsed at the highest government levels; and has buy-in and support from all relevant Ministries. The new policy is expected to be finalized and endorsed by early of 2017. HAC has also organised a sharing workshop and invited an international expert on ageing policy, to share their knowledge on regional policy review processes and good practice of national policies and laws on ageing in the Asia Pacific with the technical department of MoSVY and other key ministries at national level.

Age Demand Action for Rights 15th-June

HAC organized several campaign-focused events for ADA for Rights “World Elder Abuse Awareness Day” at provincial levels with government officials, NGOs, partners and representatives from the OPAs and OPAs Federations. The purpose of these events was to highlight the issues of elder abuse and the importance of a new Convention on the Rights of Older People. Government officials expressed their strong supports in the call for a UN Convention on the Rights of Older People. The Provincial Governors also issued a letter of support for OPAs to carry out their fundraising campaigns in additional target places surrounding the town. The Provincial Governor further offered his assistance and support on the integration of ageing issues into the development plan of communes and other local stakeholders.

Older People’s day 01st-Oct

For the International Day of Older People (IDOP) and National Day of Older People (NDOP), the Cambodian Prime Minister officially provided that the statement “Older People Associations enhance the solidarity for development of communities and society” was to be used to promote NDOP this year. He also highlighted the importance of having OPAs and supported the rights of older people. The MoSVY launched the NDOP/IDOP at its Ministry and invited HAC and OPAs representatives to join the event. At the launch, MoSVY expressed their strong commitment to promote the rights of older people and to replicate the OPAs model throughout Cambodia.
